The title of a navigation item appears as a pop-up when the user places their mouse over the item. It can also be used to convey information about the item to users with visual disabilities that are using screen reading software.

Title pop-ups can interfere with drop-down menus so be sure to test them and make sure that the text popping-up isn´t hiding sub-items from the menu.
